This is your chance to help shape decisions on land use, housing, public safety, transportation, the environment, arts, and everything else that affects Downtown LA.

Board terms are two years, during which time you’ll represent the Stakeholders of Downtown LA and advise the City Council, Mayor’s Office, and all other City agencies on matters affecting our community.

All candidates will be required to verify their stakeholder status by providing documentation acceptable to the City of Los Angeles City Clerk—Election Division.

The following 24 seats are up for election:

  • Area Wide (2 seats) Stakeholders who are at least 18 years of age and live, work or own property within the DLANC boundaries
  • Area Wide Homeless (1 seat) Stakeholder who is at least 18 years of age and who self-attest as homeless within the DLANC boundaries in places not meant for human habitation, such as cars, parks, sidewalks, abandoned buildings, in emergency transitional or residing in supportive housing for homeless persons who originally came from the streets; or who receives assistance (housing or resources) from a homeless services agency.
  • At Large (1 seat) Any stakeholder within the DLANC boundaries and who is at least 18 years of age.
  • City Center East Business (2 seats) Business owner or employee of a business who is at least 18 years of age and whose physical address is located within the Center City East area.
  • City Center East Resident (2 seats) Resident (tenant or homeowner) who is at least 18 years of age and who occupies his/her dwelling within the Center City East area within the DLANC boundaries
  • Civic Center/Financial District Business  (1 seat) Business owner or employee of a business who is at least 18 years of age and whose physical address is located with the Civic Center / Financial District area.
  • Civic Center/Financial District Resident (1 seat) Resident (tenant or homeowner) who is at least 18 years of age and who occupies his/her dwelling within the Civic Center / Financial District area within the DLANC boundaries
  • Fashion District Business (1 seat) Business owner or employee of a business who is at least 18 years of age and whose physical address is located within the Fashion District area.
  • Fashion District Resident (1 seat) Resident (tenant or homeowner) who is at least 18 years of age and who occupies his/her dwelling within the Fashion District area within the DLANC boundaries
  • Historic Core Business (2 seats) Business owner or employee of a business who is at least 18 years of age and whose physical address is located within the Historic Core area.
  • Historic Core Resident (3 seats) Resident (tenant or homeowner) who is at least 18years of age and who occupies his/her dwelling within the Historic Core District area within the DLANC boundaries
  • South Park Business (2 seats) Business owner or employee of a business who is at least 18 years of age and whose physical address is located within the South Park area.
  • South Park Resident (3 seats) Resident (tenant or homeowner) who is at least 18 years of age and who occupies his/her dwelling within the South Park area within the DLANC boundaries
  • Social Service Providers (2 seats) Stakeholders who are at least 18 years of age and with proof of SSP interests from organizations but not limited to mission-type, faith-based organizations that provide social services, non- profit affordable housing, development and management organizations, non-profit educational and employment training, social service advocacy groups, nonprofit hospitals, health care providers, social service counseling and life enrichment organizations such as senior service centers.

How Can I Run? Follow these Steps:

  3. Review the Documentation Guide
  4. Decide whether to apply through the Online Portal or apply by submitting a Paper Ballot by mail, email or fax. (skip to #8)
  5. If ONLINE, you will be asked to create an ANGELENO account. (If you already created your account, skip this step.) Click the “Sign Up” link and follow the instructions to create your account. (Detailed steps to Create an Account can be found below on this page.)
  6. Log-In to your ANGELENO account and choose CANDIDATE and follow the prompts. Select Your Neighborhood Council: DOWNTOWN LOS ANGELES (DLANC)
  7. You will be asked to provide the following information: Seat Name; Candidate Type (Live, Work, Own Property, or Community Interest); Name as to Appear on Ballot, Name, Date of Birth; phone number; email address (use a personal email); Qualifying Address and Mailing Address. You will then need to upload documentation proving stakeholder status (see Documentation Guide). You may also upload a Candidate Statement and Photo.
  8. If submitting a paper application, your signature is required. You may submit your application and documentation by mail, email, or fax.
  9. You will receive an email when the City Clerk RECEIVES and/or APPROVES your application.

IMPORTANT: Candidate applications must be RECEIVED by the City Clerk before 11:59pm on 2/18/2023.

How to Create an ANGELENO Account:

Voters who wish to complete a Vote-by-Mail (VBM) Application online must first create an Angelino Account at https://angeleno.lacity.org/ (you will receive an email confirmation.)  After creating an account, voters can access the NC Portal to apply for a NC Ballot. To access the NC Portal complete the following steps: (1) Click on the ‘Register Today’ button and enter the following information: a. Email Address b. Password c. First and Last Name (2) An email will be sent to the voter confirming creation of the account. Voters must verify email address and activate account, by clicking “Activate Account" in email. (3) Click ‘Services’ to get access to the NC Portal.

When creating a new user profile, it is strongly suggested that voters write down their login information. City Clerk staff will be available throughout the candidate filing period, during regular City business hours, to assist voters with their filing. Stakeholders will be able to track the status of their application and ballot in the NC VBM Application Portal.
